To answer your first question, in the states, you would go to the DMV to get your ID card and for your driving permit. Passports are applied for online and then mailed to your home, ummm . . . I am not sure about building permits as I have never owned a home. . . but I think you get that from the city clerk wherever you live. There is nothing you ever really need to go to the police station for, unless of course you are in trouble. :)<br /><br />I think that is exactly what the issue is; cops are not allowed to be just COPS here. They have to do all the annoying paper work, and that has got to be a lot to handle. I do believe that they are expected to wear too many hats here. Welcome to Serbia.<br /><br />Now, the question: Where do you get ID card, driving licence, passport, building permit, etc, in US? All in one place? Each in a different place?<br /><br />Because, I got a theory that police stations in Serbia are in such mess because, at some point back in the history, cops stopped being (just) cops and doing (just) police work (arresting, investigating, interviewing, keeping peace, law, order, etc) and started being (all that +) administrative clerks. And that was(is) a new challenge for them and they just aren't up for the task. Probably, you need to have a different mindsets for beating someone with sticks and being polite while issuing papers. :DAnonymousnoreply@blogger.com
